Since 2007, parties to the UNFCCC have been negotiating policy approaches and positive incentives for Reducing Emissions from Deforestation and Degradation (REDD+) for the post-Kyoto period. The hope lies in the Parties expanding the role of forestry practices in the climate regime through the creation of incentives for avoided deforestation and forest degradation, sustainable management of forests and conservation and enhancement of carbon stocks.
This presentation will analyze political institutions that are governing REDD+ initiatives in Brazil – the largest global emitter of greenhouse gases from deforestation and forest degradation. The presentation focuses attention on existing institutions for reducing deforestation in Brazil and how REDD+ is inserted in this context in terms of financing, monitoring, reporting and verification (MRV), performance and benefit-sharing. It also looks at the role and interactions of different actors, networks and the media in shaping REDD+ policy making in Brazil. The results presented in this presentation are mostly part of the Global Comparative Study (GCS) performed by the Center for International Forestry Research (CIFOR) in 13 different countries, including Brazil.
Maria Fernanda Gebara has been working with climate change and forests since 2004. She is a PhD candidate at the Federal Rural University of Rio de Janeiro (UFRRJ) on Institutions, Markets and Regulation and has a Masters degree in Environment and Development from the London School of Economics (LSE). She is currently an associate researcher at the Department for International Development at LSE and a consultant for the Center for International Forestry Research (CIFOR). She has worked as a visiting researcher at the Oxford Centre for Tropical Forests in 2009 and as a consultant for various institutions such as The Nature Conservancy (TNC), the Inter-American Development Bank (IDB) and the Ministry of Environment (MMA).
Her main research topics are: climate change, political and economic instruments for forest conservation, reducing emissions from deforestation and degradation (REDD+), benefit sharing and sustainable and participatory forest management.
